Taipei city's government hall occupies a large space in the heart of Taipei city, where the famous Taipei 101 building and numerous department stores and financial centers are located very close by. Below the city hall, there is a car park that is considered the largest within Taiwan, occupying 3000 car parks. The car park is open to the general public, so since the previous analog system was reaching its end of life, a new security surveillance system was required.
The previous analog surveillance system was installed 8 years ago, and was composed of analog cameras and DVR. The cost of maintenance was very high, and the video performance of CIF resolution / 5 fps was completely outdated.
A new surveillance system was designed by ACTi's System integrator, and it consisted of 30 pieces of ACM-1431 outdoor IR bullet camera, 5 pieces of CAM-6510 IP speed dome and ACTi's own NVR software suite for management and recording.
As ACTi's hardware and software supports up to D1 resolution and up to 30fps, the customer
decided to finalize the settings at D1 resolution/15fps. This is a vast improvement to the previous analog system, but due to MPEG4 compression, the network bandwidth used was quite small, at 1Mbps per camera.
Another highlight of the total system is that an external license plate recognition and car park navigation system was also integrated into the overall system. As the other systems run over Ethernet connection too, the network infrastructure implementation was done in one time, so the cost of network infrastructure is not considered high as many systems could run over it.
The newly implemented IP surveillance system was widely praised by the staff at Taipei city hall and from the carpark. The scalability of the system is large as the network infrastructure is already in place, however the total maintenance cost is low.
