Nida is a small prestige resort town, a part of Neringa municipality (Lithuanian: Neringos savivaldybė) located in Curonian Spit. Neringa is separated from the mainland Lithuania by Curonian Lagoon which, while there is no bridge, is still accessible from the mainland by ferry only. 
Since the Police of Neringa municipality needs to monitor few “hot” places of Nida town, ACTi’s distributor, Pažangių techbologijų prekyba, and system integrator JV Komunikacijos helped to find a proper solution for Nida‘s surveillance system.
Why the IP surveillance solution was required and adopted? The first and the main problem was cabling because the mount points of cameras are in the center of parks and squares where cabling is prohibited by the local municipality. Moreover, the police requested to get the best quality image at Day and Night and the cameras with vandal-proof outdoor housing. Most importantly, the police had previously-installed analog cameras at distant (more as 40km) checkpoint. This checkpoint is located at the center of the forest, where not every ISP can support internet connection. Last but not the least, the police plans to expand surveillance system easily in the future requirements.
The heart of the new IP surveillance system is ACTi NVR v.2.1 software for preview and recording images from two CAM-6610 speed dome cameras, one CAM-5321 box camera and four analog cameras connected with ACD-2200 4ch video server.
All ACTi IP cameras were connected to Erves ISP through wireless radio connection. Erves ISP provides last mile connectivity which allows each camera’s stream to be transmitted at 1Mbps TCP/IP connection to the remote Police Department. Under this condition, ACTi IP cameras are configured to send high quality images at D1 resolution with 12fps.
In addition, ACD-2200 4ch video servers are connected with ADSL connection to another ISP called TEO. TEO ISP for Road Checkpoint provides maximum uplink 512kbps to transmit these four independent video streams. Although the bandwidth is limited, ACD-2200 set at very low bit rate still gives Police department good video quality.
The Chief of Neringa municipality Police, Sigitas Šveikauskas said: “I was impressed by the quality of our new surveillance system. What I see now could not be found in our old analog systems. I believe with the help of ACTi IP surveillance solution, we will protect town better.”
