The Ministry of Justice of Bulgaria is an important government institution with several classified areas where monitoring is required. They actually had chosen to switch from analog system to IP system back in 2004 when IP technology was still a novelty. The reason they chose IP surveillance is because they want to secure the current investment for the future expansion which is quite limited on the analog CCTV system. Moreover, they are well recognized the fact that the IP surveillance is future-proof as it was new high tech solution. With this IP system, they also implemented some high-end security systems, like biometric access control etc.

ACTi's partner SECTRON signed a maintenance and modernization contract with Ministry in 2006. They adopted the Milestone XProtect Professional, the open platform, for the system as it gave great advantage in IP camera selection—freedom of choice. After this software has been implemented, they proposed ACTi cameras, CAM-5320 D&N IP box camera and CAM-6610 D&N IP speed dome, for system expansion and modernization.

The reasons for SECTRON and customer to adopt ACTi IP cameras to replace the old IP cameras is because that ACTi cameras could support full D1 resolution which could ensure good quality for the recording videos. Moreover, ACTi products are fully supported by Milestone XProtect software, thus the client was fully assured that the new cameras will be implemented in the existing system without any problems. Also, the reason to adopt ACTi CAM-6610 is because of it is equipped with high quality Sony ExView HAD CCD which is far superior to the mainstream CCDs used by most of the manufacturers, not to mention the majority of poor quality CMOS elements.

The newly added cameras produce very high quality picture compared to the old ones, which was acknowledged by Ministry security staff and security system operators. The CAM-6610 IP speed dome mounted on the front of the Ministry give a detailed, clear picture with the possibility to read car number plates and other details. A further upgrade is planned with additional indoor box cameras CAM-5320 for some important areas throughout the building.

In this project, the IP solution once again proves that the advantage of IP surveillance system - future expansion and high video quality.
